NOTICE TO CONTRACTORS:

Sealed bids will be received until 2:00 PM on Monday, July 28, 2008, at the Office of the County Auditor in the Aitkin County Courthouse at AitkinMN, for the construction of the project listed below. Proposals will be opened and read publicly at the Office of the County Auditor, immediately after the set hour for receiving bids.

 

STATE AID PROJECT NO. SP 001-604-009

 

LOCATION:                            8 miles E & 1 1/2 miles S of Aitkin

 

TYPE OF WORK:                   Bituminous Milling, Reclamation, and Pavement

 

Approximate major items of work are:

 

Aggregate Base Class 5 - 1,996 ton; Aggregate Shouldering Class 1 - 6,571 ton; Mill Bituminous Surface  - 242,586 SY;  Bituminous Pavement Reclamation - 122,406 SY; Type SP Wearing Course Mixture (2,B) - 44,152 ton; Centerline and Edge Epoxy Pavement Marking - 190,344 LF

 

Minimum wage rates to be paid by the Contractors have been predetermined and are subject to the Work Hours Act of 1962, P.L. 87-581 and implementing regulations.

 

READ CAREFULLY THE WAGE SCALES AND DIVISION A OF THE SPECIAL PROVISIONS AS THEY AFFECT THIS/THESE PROJECT/PROJECTS

 

The Minnesota Department of Transportation hereby notifies all bidders:

in accordance with Title VI of the Civil Rights Act of 1964 (Act), as amended and Title 49, Code of Federal Regulations, Subtitle A Part 21, Non-discrimination in Federally-assisted programs of the Department of Transportation, it will affirmatively assure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded maximum opportunity to participate and/or to submit bids in response to this invitation, and will not be discriminated against on the grounds of race, color, disability, age, religion, sex or national origin in consideration for an award;

The following notice from the Minnesota Department of Human Rights applies to all contractors:

 

"It is hereby agreed between the parties that Minnesota Statute, section 363A.36 and Minnesota Rules, parts 5000.3400 to 5000.3600 are incorporated into any contract between these parties based on this specification or any modification of it. A copy of Minnesota Statute 363A.36 and Minnesota Rules, parts 5000.3400 to 5000.3600 is available upon request from the contracting agency."

 

"It is hereby agreed between the parties that this agency will require affirmative action requirements be met by contractors in relation to Minnesota Statute 363A.36 and Minnesota Rules 5000.3600. Failure by a contractor to implement an affirmative action plan or make a good faith effort shall result in revocation of its certificate or revocation of the contract (Minnesota Statute 363A.36, Subd. 2 and 3)."

 

A minimum goal of  3.4% Good Faith Effort to be subcontracted to Disadvantaged Business Enterprises.

                                                

Proposals, Plans and Specifications are available at may be examined at the Office of the County Engineer located at 1211 Air Park Drive, Aitkin, Minnesota 56431, (218) 927-3741, or purchased from the same for $60.00 per copy mailed or $50.00 per copy at the counter.   Minnesota Sales Tax (6.5%) is included in the prices listed and are non-refundable. 

 

Proposals must be on forms furnished by the County Engineer. Proposals must be sealed, identified on the envelope, and accompanied by a Bidder's Bond or Certified Check in an amount equal to at least 5% of the total bid made payable to the Aitkin County Treasurer.  Construction plan and proposal documents are available for viewing at www.co.aitkin.mn.us by following the Highway Construction link.

 

The County reserves the right to reject any or all bids and to waive any irregularities or defects therein.
